 *भारतीय मतदार अतिशय प्रगल्भ आहे* आपण या देशाचे नागरिक आहोत आणि आपल्या लोकशाही राज्यपद्धतीने प्रत्येक भारतीय नागरिकाला मतदानाचा अधिकार दिला आहे. मतदान हा प्रत्येक नागरिकाचा हक्क आहे. त्यामुळे प्रत्येक नागरिकाने निवडणुकीत मतदानाचा हा हक्क बजाविण्यासाठी मतदान करायलाच पाहिजे ही भावना प्रत्येक भारतीय नागरिकांमध्ये आता पूर्णपणे रुजली आहे. या गोष्टीची पुष्टी आणि खात्री नुकत्याच झालेल्या 5 राज्यांच्या निवडणुकींनी पुन्हा एकदा दिली. या पाच राज्यातील निवडणुकींनी हे सिद्ध केले की भारतीय मतदार हा बहुतांशी गरीब असला तरी तो राजकीय दृष्ट्या प्रगल्भ आहे. त्याला कोणत्या पार्टीला कधी आणि कसे मतदान करायचे हे पक्के माहीत असते. हल्ली हा मतदार राजकीय भूलथापांनी बहकत नाही. खरे तर भारतीय मतदारांच्या प्रगल्भतेचा उगम हा 1967 च्या निवडणुकांपासून सुरू झाला. 1952 ते 1966 पर्यंत देशात काँग्रेस ची एककल्ली सत्ता होती. स्वतंत्र लढ्यात काँग्रेस चे योगदान, त्याकाळातील नेहरूंची लोकप्रियता, त्यांच्यानंतर लालबहादूर शास्त्री यांनी 1965 च्या युद्धात पाकिस्तानला दिलेली शिकस्त या सर्वांच्या पुण्याई वर आणि काँग्रेस समोर ठोस आणि
