Why Congress is against the Rafale deal..
There's a story Hollande will not tell you. It is the story of why the Rafale deal DIDN'T go through during the UPA regime. But that story needs to be told. And here it is.
Among the people who flew over the Indian tax & security dragnet, was a Sanjay Bhandari, owner of the Offset India Solutions (OIS) Group.
Bhandari was a small time dealer of imported cars in Delhi since the 90s. Come 2004, the man's luck changed. From a small dealer, he became a big time car importer. You were a movie star, a hi-profile lawyer, mafia don, a high-flying businessman who needed high end Masaratis and Lamborghinis to set you apart from the BMW & Merc crowd, who needed beefy bullet proof cars, you needed to go to Bhandari. Not that there were no other importers of cars. But Bhandari sold cars 40-50% cheaper. How? He never needed to pay the roughly 100- 150% import duties on luxury cars.
So how did he manage this feat? Ther's no simple answer to anything that happened between 2004 - 2014. But the man was an associate of Robert Vadra. Now, I am not implying guilt by association. But just telling you how high he was connected.
Now, Mr. Bhandari, a car importer who's having the time of his life, gets a little more ambitious. He opens a defence consultancy business, and liaison services for execution of offsets obligations for foreign armament companies called Offset India Solutions (OIS) Group in 2008. With a paid-up capital of just Rs 1 lakh. Yes, that's right.
Now this new company, OIS-Advanced Technology Private Ltd, then ventured into manufacturing military radars right off the bat. No first time hiccups for this gent. He gets deals thrown at him like confetti. Next up, Sanjay Bhandari swings a jet trainer deal for Swiss company Pilatus real quickly after that. And guess who joins him at Zurich? Enter our wheeler-dealer hero and newly minted Shiv Bhakt, Robert Vadra. Sanjay Bhandari got the tickets booked for Vadra to Zurich, the financial capital of Switzerland, hints at his involvement in the Pilatus deal. A mail trail has been unearthed by the investigative agencies, and has been highlighted by Times Now, India & Zee TV. But not so much by ...... you guessed it, NDTV and ABP group.
At the same time, a property worth Rs 19 crore was purchased in the name of Robert Vadra in London in 2009, which were allegedly funded by Sanjay Bhandari.
The story doesn't end there, because greed knows no limits.
Here's the twist. OIS was one of the bidders in the Rafael case. The French government recieved 'STRONG' recommendations to consider OIS's bid in the Rafael deal, because in a foriegn defence deal, the company had to invest 30% of the amount in India (risen to 50% now, under the Make In India scheme). Dassault checked on the manufacturing facilites of OIS, but when it found it had almost no infrastructure, it signed the deal with Mukesh Ambani's RIL, which it felt could pull it off. (RIL later backed out / let the contract lapse, as Anil Ambani got into the defence business). HAL was in the picture then too, but no recommendations came for it, and no representative of HAL went for a meeting with Dassault ever.
After RIL and Dassault signed the deal, the Indian government under the congress totally withdrew from the negotiations. A crucial technological improvement was totally sidelined.
All the above charges are currently under investigation by the ED and CBI.
